業和信息化部召開2009年通信服務座談會,圍繞“服務社會,服務民生”的主題,研究探討了新形勢下如何進一步提高電信服務質量水平、更好地保護消費者的權益問題。奚國華副部長出席會議并講話,對做好今年通信服務工作提出明確要求。會上,部電信管理局局長蘇金生通報了2008年通信行風建設情況及2009年行風建設重點工作,中國消費者協會副會長楊紅燦發布了2008年度“電信用戶滿意度指數”測評結果。
奚國(guo)(guo)華指出(chu),2008年(nian),通(tong)(tong)信(xin)(xin)(xin)(xin)(xin)業積極履行(xing)(xing)(xing)國(guo)(guo)有(you)(you)大型企業應(ying)盡的(de)(de)(de)社會責任,服務(wu)(wu)工作取得(de)(de)很大成(cheng)績(ji),突出(chu)體現在三個方面:一是關鍵時(shi)刻靠得(de)(de)住。在去(qu)年(nian)抗擊年(nian)初南(nan)方部分地區雨雪冰凍災(zai)害(hai)和四川抗震救(jiu)災(zai)中(zhong),通(tong)(tong)信(xin)(xin)(xin)(xin)(xin)行(xing)(xing)(xing)業克服困(kun)難,不怕犧牲,連續作戰,認真做好(hao)應(ying)急通(tong)(tong)信(xin)(xin)(xin)(xin)(xin)保障,盡快恢(hui)復受損通(tong)(tong)信(xin)(xin)(xin)(xin)(xin)設施,保障了(le)抗災(zai)救(jiu)災(zai)指揮部門(men)和各重(zhong)要系統的(de)(de)(de)通(tong)(tong)信(xin)(xin)(xin)(xin)(xin)需(xu)求(qiu),并為災(zai)區百(bai)姓提供了(le)臨時(shi)特色(se)(se)親情服務(wu)(wu)和人文關愛。在奧運(yun)期間(jian),通(tong)(tong)信(xin)(xin)(xin)(xin)(xin)行(xing)(xing)(xing)業以(yi)(yi)完善的(de)(de)(de)措施、扎實(shi)的(de)(de)(de)工作、優(you)良的(de)(de)(de)作風,保障了(le)重(zhong)要系統安(an)全運(yun)行(xing)(xing)(xing),維護了(le)網(wang)絡與信(xin)(xin)(xin)(xin)(xin)息(xi)安(an)全,提供了(le)豐富(fu)安(an)全的(de)(de)(de)通(tong)(tong)信(xin)(xin)(xin)(xin)(xin)服務(wu)(wu),贏得(de)(de)了(le)社會各界的(de)(de)(de)好(hao)評。二(er)是熱點問題治(zhi)理(li)有(you)(you)成(cheng)效(xiao)。去(qu)年(nian)工信(xin)(xin)(xin)(xin)(xin)部加大監管力度,垃圾(ji)短(duan)信(xin)(xin)(xin)(xin)(xin)治(zhi)理(li)取得(de)(de)階(jie)段性進展(zhan),依法打擊網(wang)絡淫穢色(se)(se)情等有(you)(you)害(hai)信(xin)(xin)(xin)(xin)(xin)息(xi)專項行(xing)(xing)(xing)動(dong)取得(de)(de)積極成(cheng)效(xiao)。增(zeng)值業務(wu)(wu)收費和服務(wu)(wu)治(zhi)理(li)深入(ru)推進。目前正(zheng)在進行(xing)(xing)(xing)的(de)(de)(de)整治(zhi)網(wang)絡低俗之風專項行(xing)(xing)(xing)動(dong)也(ye)取得(de)(de)了(le)階(jie)段性成(cheng)果。較好(hao)解決了(le)電信(xin)(xin)(xin)(xin)(xin)資費雙改單、漫游費過高等問題。三是村(cun)通(tong)(tong)工程(cheng)效(xiao)果好(hao)。2004年(nian)以(yi)(yi)來,通(tong)(tong)信(xin)(xin)(xin)(xin)(xin)行(xing)(xing)(xing)業實(shi)施村(cun)村(cun)通(tong)(tong)電話工程(cheng),5年(nian)累計直(zhi)接投(tou)資460億(yi)元,共為7.4萬(wan)個行(xing)(xing)(xing)政(zheng)村(cun)和5.3萬(wan)個20戶以(yi)(yi)上(shang)自然(ran)村(cun)開通(tong)(tong)電話,全國(guo)(guo)通(tong)(tong)電話行(xing)(xing)(xing)政(zheng)村(cun)、自然(ran)村(cun)比例分別達到99.7%、92.4%。農村(cun)互聯網(wang)和信(xin)(xin)(xin)(xin)(xin)息(xi)服務(wu)(wu)得(de)(de)到迅(xun)速發展(zhan),全國(guo)(guo)98%的(de)(de)(de)鄉鎮(zhen)能上(shang)網(wang)、95%的(de)(de)(de)鄉鎮(zhen)通(tong)(tong)寬(kuan)帶,27個省份現實(shi)“鄉鄉能上(shang)網(wang)”。
奚(xi)國華強調:“搞好(hao)(hao)服務(wu)(wu)不僅是社會責任,也是行業、企業發展(zhan)的(de)基石。”他(ta)(ta)說,當(dang)前通信(xin)業發展(zhan)呈現出兩個特點:一是新(xin)技(ji)術新(xin)業務(wu)(wu)的(de)發展(zhan)對通信(xin)服務(wu)(wu)不斷提出新(xin)的(de)課題;二(er)是用戶需求的(de)多元化(hua)和維權意識的(de)增強,成為通信(xin)服務(wu)(wu)必須(xu)面(mian)對、重(zhong)視、解決的(de)問題。為此,他(ta)(ta)要求電信(xin)行業今年主要抓好(hao)(hao)三個方面(mian)的(de)服務(wu)(wu)工(gong)作:
一(yi)是充(chong)分(fen)認(ren)清形勢,提高思想認(ren)識,進一(yi)步增(zeng)(zeng)強做好(hao)通(tong)信服務(wu)(wu)工作的責任感(gan)、緊(jin)迫感(gan)。中央提出(chu)要保(bao)(bao)(bao)增(zeng)(zeng)長(chang)(chang)(chang)、保(bao)(bao)(bao)民生(sheng)、保(bao)(bao)(bao)穩定,要堅持把改(gai)善民生(sheng)作為保(bao)(bao)(bao)增(zeng)(zeng)長(chang)(chang)(chang)的出(chu)發點和落腳點,注重把保(bao)(bao)(bao)增(zeng)(zeng)長(chang)(chang)(chang)、擴內需(xu)(xu)同改(gai)善民生(sheng)緊(jin)密結(jie)合起(qi)來,急(ji)(ji)群(qun)眾(zhong)所(suo)急(ji)(ji)、解群(qun)眾(zhong)所(suo)難,進一(yi)步解決(jue)好(hao)人民最(zui)(zui)關心最(zui)(zui)直接最(zui)(zui)現實的利益(yi)問題,切實維護社(she)會穩定。電信業(ye)是國民經(jing)濟的基(ji)礎性、先(xian)導(dao)性、戰略性產業(ye),必須(xu)講(jiang)政(zheng)治、顧大局,堅決(jue)貫徹落實黨(dang)中央、國務(wu)(wu)院(yuan)決(jue)策部署和要求,努力為保(bao)(bao)(bao)增(zeng)(zeng)長(chang)(chang)(chang)、保(bao)(bao)(bao)民生(sheng)、保(bao)(bao)(bao)穩定作出(chu)積極貢獻。3G技(ji)(ji)術是企業(ye)發展的需(xu)(xu)要,也(ye)肩負(fu)著拉動(dong)內需(xu)(xu)、刺(ci)激消費(fei)的使命(ming)。據測算,3G的網絡投(tou)資將達4000億元(yuan),用戶終端會拉動(dong)4000億元(yuan),新業(ye)務(wu)(wu)發展會拉動(dong)一(yi)兩千億元(yuan)。通(tong)信業(ye)要圍繞保(bao)(bao)(bao)增(zeng)(zeng)長(chang)(chang)(chang),以啟動(dong)第三代移動(dong)通(tong)信發展為契機,加強網絡基(ji)礎設(she)施建設(she),加快技(ji)(ji)術業(ye)務(wu)(wu)創新,刺(ci)激消費(fei)需(xu)(xu)求,為拉動(dong)內需(xu)(xu)、促進就(jiu)業(ye),推動(dong)經(jing)濟社(she)會平穩較快發展作出(chu)貢獻。
二(er)是(shi)堅持服(fu)(fu)務社會(hui)、服(fu)(fu)務民(min)生(sheng),統籌兼顧、突出重(zhong)點,全(quan)面(mian)提升通(tong)信服(fu)(fu)務質量。當前利(li)用通(tong)信工(gong)具涉(she)嫌詐騙活動(dong)問題引起了社會(hui)各(ge)界的普遍關(guan)注(zhu)。要加(jia)強與(yu)相關(guan)部(bu)門(men)的密切配合(he),繼續深入開展整(zheng)治工(gong)作(zuo),強化制度(du)(du)建(jian)設,完善工(gong)作(zuo)措施,從事(shi)(shi)前防范(fan)、事(shi)(shi)中配合(he)以及事(shi)(shi)后(hou)(hou)曝光等環節加(jia)大工(gong)作(zuo)力度(du)(du),建(jian)立(li)垃(la)圾短信管(guan)理(li)(li)平臺,在全(quan)國推廣和優化手機終端反垃(la)圾短信軟件下載服(fu)(fu)務,向(xiang)用戶提供自主防范(fan)手段。監管(guan)部(bu)門(men)要進(jin)(jin)一(yi)步(bu)規范(fan)市場(chang)價(jia)格競(jing)爭秩(zhi)序(xu),嚴防出現(xian)惡性競(jing)爭,推動(dong)企業(ye)進(jin)(jin)一(yi)步(bu)簡化資費(fei)結構,減少套餐(can)種(zhong)類(lei),每個地(di)方套餐(can)種(zhong)類(lei)爭取(qu)不要超過十(shi)種(zhong),方便用戶消(xiao)費(fei)。要依法嚴厲查處各(ge)類(lei)價(jia)格違規行為和不正當價(jia)格競(jing)爭行為。扎實做好(hao)改革重(zhong)組(zu)后(hou)(hou)的用戶服(fu)(fu)務工(gong)作(zuo)。切實做好(hao)用戶申訴(su)處理(li)(li)工(gong)作(zuo)。全(quan)行業(ye)一(yi)定要有高度(du)(du)的政治敏(min)銳性,認真(zhen)傾聽(ting)用戶意見,妥善處理(li)(li)用戶的申訴(su)申告。
三(san)是加強溝通(tong)(tong)協作,健(jian)(jian)全(quan)長效(xiao)機(ji)(ji)制(zhi)(zhi)(zhi)(zhi),扎實推進通(tong)(tong)信(xin)(xin)服(fu)務(wu)(wu)(wu)工作持續深入開展。推進改(gai)善(shan)(shan)(shan)通(tong)(tong)信(xin)(xin)服(fu)務(wu)(wu)(wu)質(zhi)量,關鍵在(zai)于健(jian)(jian)全(quan)長效(xiao)機(ji)(ji)制(zhi)(zhi)(zhi)(zhi),常抓不(bu)懈。通(tong)(tong)過(guo)多年的努力,“政(zheng)府監管(guan)、企業自律、社(she)會(hui)監督(du)”的三(san)位一體的電信(xin)(xin)服(fu)務(wu)(wu)(wu)質(zhi)量工作機(ji)(ji)制(zhi)(zhi)(zhi)(zhi)逐步形成(cheng),有效(xiao)促(cu)進了電信(xin)(xin)服(fu)務(wu)(wu)(wu)質(zhi)量持續改(gai)善(shan)(shan)(shan)。面對新的形勢,要(yao)在(zai)完善(shan)(shan)(shan)制(zhi)(zhi)(zhi)(zhi)度(du)、健(jian)(jian)全(quan)機(ji)(ji)制(zhi)(zhi)(zhi)(zhi)上下工夫,促(cu)進通(tong)(tong)信(xin)(xin)服(fu)務(wu)(wu)(wu)工作制(zhi)(zhi)(zhi)(zhi)度(du)化(hua)(hua)、規范化(hua)(hua)、經(jing)常化(hua)(hua)。當(dang)前,監管(guan)部門要(yao)著力健(jian)(jian)全(quan)和完善(shan)(shan)(shan)服(fu)務(wu)(wu)(wu)質(zhi)量問(wen)(wen)題(ti)問(wen)(wen)責(ze)和督(du)辦機(ji)(ji)制(zhi)(zhi)(zhi)(zhi),加大對惡(e)意侵(qin)害用(yong)戶(hu)權益事(shi)(shi)件(jian)的處(chu)罰力度(du);暢(chang)通(tong)(tong)申訴(su)受(shou)理(li)渠道(dao),向社(she)會(hui)公開通(tong)(tong)報侵(qin)害用(yong)戶(hu)合法(fa)權益、造成(cheng)惡(e)劣社(she)會(hui)影響(xiang)的典型案(an)例,敦促(cu)企業切實改(gai)進服(fu)務(wu)(wu)(wu)。要(yao)研究建立電信(xin)(xin)服(fu)務(wu)(wu)(wu)突出事(shi)(shi)件(jian)應(ying)急處(chu)理(li)和報告機(ji)(ji)制(zhi)(zhi)(zhi)(zhi),妥(tuo)善(shan)(shan)(shan)處(chu)置用(yong)戶(hu)維權和各類電信(xin)(xin)服(fu)務(wu)(wu)(wu)突出事(shi)(shi)件(jian)。企業要(yao)不(bu)斷(duan)完善(shan)(shan)(shan)各級客戶(hu)服(fu)務(wu)(wu)(wu)熱線(xian)建設,建立健(jian)(jian)全(quan)用(yong)戶(hu)和解(jie)(jie)(jie)機(ji)(ji)制(zhi)(zhi)(zhi)(zhi),有效(xiao)提高解(jie)(jie)(jie)決用(yong)戶(hu)糾紛、化(hua)(hua)解(jie)(jie)(jie)矛盾(dun)的能力。
